Improving the effectiveness of the Scrum Team is the key responsibility of the Scrum Master. The effectiveness of a Scrum team is driven by many factors, as there are at least 3 different elements that are part of the Scrum Team: the Product Owner, the Developers, and the Scrum Master themself. 

To make the Scrum Team effective, the Scrum Master will have to work on their own skills first so that they become effective, and often that is the easier part. Secondly, the Scrum Master also knows how to help the Product Owner to manage the Product Backlog, work with stakeholders, and even come up with a good product vision and goals.

However, the real challenge often comes with the developers. The developers are technical folks, and one common question that lingers (in my experience) on the mind of most Scrum Masters is, "How do I help these technical folks when I am not really technical enough?"
